Welcome

Welcome to our community consultation website, outlining proposals by National Pride (St Ninians) Ltd to create an Eco-Wellness Leisure Park.

Located on the former open cast mine at St Ninians, next to Kelty and Kingseat in Fife, National Pride’s aim is to create a sustainable ecology park. Promoting health and wellness in mind and body, it will provide places for relaxation and rejuvenation, while at the same time delivering an exciting leisure, entertainment and tourism destination.

The proposals for St Ninians Eco-Wellness Leisure Park are being presented by site owners National Pride (St Ninians) Ltd, a joint venture including National Pride UK Community Interest Company, whose business is to repurpose redundant land and buildings, reinvesting a proportion of profits into community wellbeing projects.

Alongside socially focused investors, National Pride UK aim to create sustainable, commercially viable, community benefitting ethical developments.

Our community consultation activity outlined here highlights how you can find out more about this exciting health and wellness destination, and have your say on our proposals, prior to the submission of a planning application.

Proposed Development

Providing active health and mental relaxation facilities, accessible and affordable to all, St Ninians Eco-Wellness Leisure Park will allow guests to be close to the healing powers of nature, an ideal location for this given its natural beauty.

Current natural woodland will be enhanced through an extensive rewilding project, with the preservation of natural species of flora, fauna and invertebrates.

Our mixed-use development will include:

If consented, St Ninians Eco-Wellness Leisure Park will provide local economic benefits through leisure, entertainment and tourism uses. Stimulating economic growth, it will deliver significant inward investment and create much-needed local jobs, including for vulnerable local individuals.

Education and training opportunities, especially for vulnerable adults, will lead to better employment opportunities. The project will also support local businesses in the supply chain.

Your feedback will allow us to inform and improve our proposals, helping us to develop the St Ninians site as an opportunity for the surrounding communities.

Community Involvement

National Pride UK has donated to local community groups and organisations and provided sponsorship where able to do so since purchasing the St Ninians site in 2021. We will continue to support surrounding local communities where and when we are able to do so.

Consultation Events

We believe in meaningful and effective consultation with the local community, aiming to engage early on with both it and other key stakeholders, including local community and interest groups.

Pre-application consultation (PAC) will inform and improve our proposals for the St Ninians site, prior to the submission of a Planning Permission in Principle (PPiP) application to Fife Council. A PPiP seeks to establish the principle of development on the site.

In accordance with planning regulations, two in-person consultation events will be held locally:

The first event took place on Thursday 8th February between 3.30pm and 7.30pm at Kingseat Community Centre, Main St, Kingseat, Dunfermline KY12 0TH. This comprised a high-level overview of the proposed development.

 

A second consultation event will take place on Thursday 7th March between 3.30pm and 7.30pm at Kelty Community Centre, 90-92 Main St, Kelty KY4 0AQ. This will incorporate views and comments, where appropriate, from the first event and other stakeholder engagement.

Consultation boards will be available to view, providing information on the proposals. Our team will also be able tell you about the plans, with the opportunity for you to have your say in advance of the submission of the application.

These consultation boards will also be available to view on the website on the date of the events.

We welcome and value any feedback provided, and this will be considered, and incorporated or adapted where possible in the proposals, prior to the submission of a planning application.

Comments should be received no later than Friday 22nd March.

 

Comments submitted do not constitute representations to Fife Council. There will be an opportunity to make representations to the Council following formal submission of any resultant planning application.

 

What Happens Next?

Following the two in-person consultation events, It is anticipated that an application for PPiP will be submitted to Fife Council in Spring 2024. This will be supported by a masterplan, outlining how the St Ninians and Loch Fitty area will be enhanced.

The planning application will also include a range of supporting detailed technical and environmental studies, including:

A PAC report will accompany the planning application, outlining what community consultation has taken place and how any feedback was taken on board, addressing any comments which could not be accommodated.

Should it be consented by the Council, expected in the second half of 2024, then various elements of the proposal will be progressed by detailed planning applications.
